TCOE supports the Black youth within the Howard County school system, as well as the parents within the community.

Monies donated and collected for membership are used to support the celebrations of students, including awards given to seniors as well as the medallions provided to every graduating senior that attends the Celebrations of Excellence. 

​

As a member, a person has the opportunity to join an organization and actively participate in advocating for equity for Black students by join one of the TCOE committees.
If you are able to volunteer your time and talents to support the mission, goals, and objectives of TCOE, support and attend our events and member meetings, and actively participate to enact positive growth and development of the Black Community of Howard County, please join us by becoming a member.


In applying for a membership, you will need:
•    To complete an application
•    Approval from the sponsorship committee 
•    After approval, payment of annual dues ($75 initial annual dues ($15 for induction and $60 yearly annual dues)

MEMBERSHIP CATEGORIES

Full Membership

  • ELDER Candidates for membership as an “Elder”, shall be men and women of African American or other African lineage at least 60 years of age, who reside in Howard County, Maryland and meet the above criteria for all levels of membership.  A new member, who is brought into TCOE, as an Elder, is expected to be active on a standing committee for the first six months. 

  • ASSOCIATE Candidates for membership as an “Associate”, shall be men and women of the African American or other African lineage at least 50-59 years of age who reside in Howard County, Maryland. TCOE Associates must be actively involved in the areas of a standing committee or other programs or activities of TCOE in order to retain Associate status. 

  • APPRENTICE Candidates for membership as an “Apprentice” shall be men and women of African American or other African lineage 26-49 years of age, who reside in Howard County, Maryland.  TCOE Apprentices, must be actively involved in the areas of a standing committee or other programs or activities of TCOE in order to retain Apprentice status.

Limited Membership
  • GRADUATE AFFILIATE  Candidates for membership as a “Graduate Affiliate” shall be men and women of African American or other African lineage who attended and graduated from a Howard County Public School 18-25 years of age, who reside in Howard County, Maryland.  Graduate Affiliates, are not expected to pay dues, but are expected to participate in relevant TCOE fundraising activities when possible, participate in meetings when possible (especially when virtual), attend the summer retreat which is held in August and work on TCOE initiatives over the summer months.  A Graduate Affiliate is expected to remain involved with TCOE in a supportive manner to offer insight and experience regarding life as a graduate of Howard County Public School System (HCPSS) and being a young adult.

  • STUDENT AFFILIATE Persons included in this membership category include students between the ages of 14 and 18 who are currently attending Howard County Public School, reside in Howard County, Maryland and who in the judgment of members of TCOE, have demonstrated a desire to serve in the community. Student Affiliates, are not expected to pay dues, but are expected to participate in relevant TCOE fundraising activities when possible. The student will display a commitment to the culture and history of African Americans and other persons of African lineage.  A Student Affiliate is expected to remain involved with TCOE in a supported manner to offer insight and experiences regarding life as a student of the Howard County Public School System (HCPSS), make suggestions on how to improve challenges in the HCPSS from a student perspective and serve as a role model or peer to other youth.
